Centennial School District intends to submit a one-year Ed-Flex waiver request to the Pennsylvania Department of Education for the 2026–2027 school year. The proposed waiver would allow the District to continue Willow Dale Elementary School’s Title I Schoolwide Program despite a change in the District’s annual poverty ranking.
Willow Dale’s 2026–2027 Schoolwide Plan has already been developed based on identified student needs. According to 2024–2025 Future Ready PA Index data, 41.3% of Willow Dale students are proficient or advanced in English language arts and 47.1% are proficient or advanced in mathematics.
If approved, Title I funds would partially support instructional coaches, a math specialist, a reading specialist, and a reading aide at Willow Dale. These staff members would strengthen core instruction, provide job-embedded instructional support, deliver targeted reading and mathematics interventions, and monitor student progress.
William Tennent High School would not receive Title I funds during the waiver year. The school will continue implementing its A-TSI improvement plan and targeted student supports through other district and school-improvement funding sources.
By June 2027, the District expects the waiver to support the following outcomes:
At least 90% of Willow Dale classrooms will demonstrate data-informed instructional planning.
At least 80% of Willow Dale teachers will implement district-approved core instructional resources with fidelity.
At least 85% of observed William Tennent classrooms will meet expectations for Tier 1 instructional quality.
William Tennent will establish an MTSS intervention menu containing at least five evidence-based interventions per tier.
